The evolution of mechanical scanning radar, phased array radar, and multiple-input multiple-output (MIMO) radar technology has propelled the continuous advancement and expansion of radar resource management technology to meet the escalating demands of target detection and tracking. Given the rising military threats and the swift progress in equipment and technology, the study of resource management technology for air defense and anti-missile weapon early warning and detection systems is crucial for enabling the future “network-centric warfare” strategy of our armed forces. This paper delves into radar resource management technology, focusing on the information perception aspect of air defense target detection and tracking. A thorough analysis and synthesis of existing literature and research findings was conducted. First, an exhaustive survey of radar resource management is presented, delineating both the constituent elements of management and the strategic approaches to optimization from a macroscopic standpoint. Upon this foundational understanding, the research was meticulously segmented into distinct areas: monostatic radar resource management and multistatic radar resource management, differentiated by the underlying architecture of the radar systems. Additionally, a systematic review was conducted and an in-depth discussion of the current research landscape concerning various radar technologies is presented, including phased array radar, collocated MIMO radar, distributed MIMO radar, and the resource management of netted radar systems. Finally, this review addresses the current research issues and challenges, while also projecting the future development trajectory of radar resource management technology centered on air defense target perception. Moreover, the review extrapolates the prospective development of this technology, aiming to serve as a notable reference for scholars engaged in air defense and the anti-missile early warning and detection equipment. Further, it endeavors to stimulate ongoing innovation and advancement in radar resource management technology.
